If I say “Everyone should be become kind and compassionate” but does it happen? A law would also not work. The only thing that might work, the best possibility, is that we should do it ourselves. Buddhism is all about understanding and training. We need to understand and train ourselves. Buddhists are sometimes accused of self-centredness but this is only the first training. Compassion is Bodhicitta, we must work with patience and diligence to develop this. And then there is no limit.
